Signature Campaign



Recently around 12 MP’s approached to the Prime Minister in order to lift ban on tobacco products within 100 yards of educational institution. They have cited the impact of the move on small-time traders and shopkeepers engaged in the business as the reason for their opposition. It is surprising to see that MP’s who are meant to advocate for social cause and work for social cause are trying to influence the Indian Tobacco Control Act (COTPA). Section 6 of the act says that sale of tobacco products is prohibited within 100 yards of educational institutions.
With reference to the issue of ban on sale of tobacco products within 100 yards of educational institution ,MPVHA has organized a signature campaign for the support of section 6 of COTPA. The movement was supported by members of community policing by giving their signature.
More than 500 persons signed for the cause.

राजनेता अपनी सामाजिक जिम्मेदारी समझें
भारत विश्व के सबसे बड़े लोकतंत्र में से एक है और भारत की आधी से ज्यादा आबादी युवा है भारत के युवाओ की भूमिका देश के सामाजिक और राजनीतिक भविष्य में बहुत महत्वपूर्ण है, लेकिन तम्बाकू आपदा के कारण आज कई युवा विभिन्न बीमारियो से ग्रसित हो रहे है. भारत में हर साल करीब ३० हज़ार करोड़ रूपये तम्बाकू से होने वाली बीमारियों पर खर्च होते है. वैश्विक युवा तम्बाकू सर्वेक्षण के अनुसार, भारत में १४ प्रतिशत युवा किसी न किसी रूप में तम्बाकू का उपयोग करते है , इसके आलावा ७२.५ प्रतिशत युवा जिन्होंने दुकान से सिगरेट खरीदी उन्हें उम्र के आधार पर टोका नहीं गया

लोगो को तम्बाकू आपदा से बचाने के लिए हमारी संसद ने सिगरेट और अन्य तम्बाकू उत्पाद (विज्ञापन का प्रतिषेध और व्यापार तथा वाणिज्य, उत्पादन, प्रदाय और वितरण का विनियमन) अधिनियम, 2003 (COTPA) बनाया है इस कानून की धारा ६ के अनुसार किसी भी शैक्षणिक संस्थान के १०० गज के दायरे में तम्बाकू उत्पाद की दुकान प्रतिबंधित है
तम्बाकू नियंत्रण कानून 2003 के मुख्य प्रावधान :
सेक्शन ४ सभी सार्वजनिक स्थानों पर धूम्रपान निषेध है
सेक्शन ५ तम्बाकू उत्पादों के प्रचार प्रसार,उनके द्वारे प्रयोजन निषेध है
सेक्शन ६ अ १८ वर्ष से कम उम्र के बच्चो को तम्बाकू उत्पाद बेचना प्रतिबंधित है
सेक्शन ६ ब शैक्षणिक संस्थानों के १०० गज की परिधि में तम्बाकू उत्पादों का विक्रय प्रतिबंधित
सेक्शन ७ तम्बाकू उत्पादों पर चित्रमय स्वस्थ्य चेतावनी प्रदर्शित होनी चाहिए

हाल ही में करीब १२ सांसदो ने प्रधानमंत्री से कहा है की वो स्कूल के १०० गज के दायरे में आने वाली तम्बाकू उत्पादों की दुकानों पर से निषेध हटा दे . सांसदों का कहना है के इससे दुकानदारो को हानि होगी इसलिए इस प्रतिबन्ध को हटा दिया जाये .
भारत जैसे देश में जंहा हर साल ८ लाख से ज्यादा लोगो की मृत्यु तम्बाकू से होने वाली बीमारियों के कारण होती है और करीब ३७ प्रतिशत बच्चे १० वर्ष की उम्र से धूम्रपान शुरू कर देते है उस देश में राजनेता अपनी सामाजिक जिम्मेदारी को समझते हुए स्कूल के १०० गज के दायरे में आने वाली तम्बाकू उत्पादों की दुकानों पर निषेध को हटा देने वाले सुझाव का विरोध करे ताकि हम हमारी आने वाली पीढ़ी को तम्बाकू आपदा से बचा सके

Tobacco Free Villages


MPVHA has organized a rally in Umrikheda village in order to generate awareness among villagers. More then 5000 tobacco pouch ,bidi packets and cigarette packets were collected from the village by school childrens and they were burnt in front of villages in order to give them positive message.

A poster on Antismoking was released by Minister of State for Health Government of Madhya Pradesh Shri Mahendra Hardia.On releasing the poster he said that NGO can play an important role in tobacco control related activities.Tobacco control needs implementation of Tobacco law and people should also change their habits. The minister was sensitized about the various provisions of the tobacco control act and also briefed about the tobacco epidemic scenario in the state.

Air Quality Monitoring Study


Madhya Pradesh Voluntary Health Association in association with VHAI New Delhi conducted an Air Quality Monitoring study to evaluate the quality of air in public places like restaurants, bars, pubs etc

The objective of the study
• To measure the level of particulate air pollution from secondhand smoke in public places
• To compare the level of air quality in the smoking venue and smoke free venues
• To stimulate the decision makers to implement smoke free laws more effectively

Methodology and Process
The MPVHA and Voluntary Health Association of India conducted an air quality study by measuring particulate air pollution from secondhand smoke in 12 different bars and restaurants mostly during their peak business hours in September 2009. The amount of smoking, a major source of particulate air pollution, was recorded as well. All of the indoor locations sampled in the study were required to be smoke-free by law. The data collected were analyzed by the Roswell Park Cancer Institute in New York, USA.

Members Madhya Pradesh Voluntary Health Association and Voluntary Health association visited a sample of locations at Indore and Bhopal. These locations were visited during the peak business hour (7.00 pm to 11.00pm). During their sit visit they observed and recorded whether people were smoking and also recorded any other violations on the India smoke-free law (for example, lack of signage, ashtrays, etc). The number of people inside the venue and the number of burning cigarettes were recorded.
In addition to observing whether smoking was observed, the teams tested the quality of the air using Sidepak monitors to sample and record the levels of particulate matter in the air.

Key findings of the AQM Study Madhya Pradesh Bhopal & Indore,

• Out of the 12 hospitality sites visited in the urban cities of Bhopal and Indore, smoking was observed in 7 places and not observed in 5 places.
• The average level of fine particle air pollution in the 7 locations where smoking was observed (bars) was 6 times higher than the 5 locations (restaurants and cafes) where no smoking was observed indoors
• The level of fine particle air pollution (PM2.5) in the places with observed smoking is 40 times higher than the World Health Organization target air quality guideline for PM2.5 - 25 μg/m3 (24 - hour mean).
• Of the 7 places where smoking was observed, 6 did not have any of the required “No Smoking” signage.
• Of the 5 places where there was no observed smoking, only two had the proper “No Smoking” signs. Two of these places also had smoking occurring at the entrance where smoke can drift indoors and patrons are exposed upon entry and exit.

Media Workshop


The media workshop on Tobacco Epidemic was held at Gwalior by Madhya Pradesh Voluntary Health Association in collaboration with Voluntary Health Association of India ,New Delhi. In this workshop representatives from various media houses were present .The workshop was organized at Hotel Central Park on 26 September 2009.Around 60 participants from various media houses participated in the workshop.

Objectives of the Workshop
• Increasing the involvement of media in tobacco control activities.

• To sensitize the media on the issue of Tobacco epidemic.

• To generate awareness among general masses about tobacco epidemic through media.

• Sensitization of media about the Tobacco Law *COTPA 2003

• To tell the media about their role in controlling the Tobacco epidemic.

• Strengthening Tobacco Control Policies in States with the help of media.

Tobacco Free Indore


Objective of the event
The main objective of the event was to start a campaign for Tobacco Free Indore and to associate a celebrity with the event. It was decided to choose Mr Shatrughan Sinha as he has been Union Health Minister and Minister of Parliament , associating him with the activity will result into media attention about the cause. Also as VHAI has come out with a parliamentarian kit for Tobacco advocacy , it was a right occasion for the release of the Kit as Mr Shatrughan Sinha himself held Union Health Minister Portfolio and a Minister of Parliament. Another main objective of the event was to sensitize the children about the tobacco epidemic and in order to sensitize them something extra was required and that demand was fulfilled by Mr Shatrughan Sinha.

Tobacco the killer

We Demand Smokefree Madhya Pradesh
World Health Organization estimated that around 100 million people died prematurely during the 20th century as a result of tobacco use, making it the leading preventable cause of death and one of the top killers overall. Another 1 billion more may die from tobacco use this century if current trends continue unchecked many countries have made laws about prohibition of smoking at public places but still proper implementation of law has not been done. Over 150 countries have already ratifies the Framework Convention on Tobacco Control (FCTC),which requires countries to take a range of anti-smoking measures.World Health Organization has designed specific policies to help governments all over the world to control tobacco epidemic. The policies are called as MPOWER (Monitor, Protect. Offer help, Warn, Enforce ban, raise tax on tobacco).These policies are effective in giving direction to the government in order to control tobacco epidemic.India the worlds second largest consumer and third largest producer of tobacco , is among those taking action against tobacco Indian government has made a comprehensive law on tobacco control called COTPA which covers almost all aspects of FCTC treaty signed by India.India’s tobacco problem has serious implications for the country’s fragile healthcare system. The total cost of just three tobacco related diseases-coronary artery disease (CAD),chronic obstructive pulmonary disease(COPD),and tobacco related cancers-is estimated to be over Rs 308bn .This is shocking for a country like India which is still struggling to provide basic healthcare services to its 1 Billion strong population.India need strong advocates for raising voice against tobacco and generating awareness among general masses. Although Indian government has made law for tobacco control but strict implementation is lacking. Indian government has included all the provisions mentioned in WHO’s MPOWER policies to control epidemic in India
