New Pictorial warnings on tobacco products


Recent decision by government to implement pictorial warnings of mouth cancer on tobacco products is a good step towards controlling the tobacco epidemic, Pictorial warnings on tobacco products can play an important role in a country like India where most of the illiterate and other people consumes tobacco without knowing the dangers of the product. Dangerous pictorial warning will be effective in preventing and alarming the tobacco users and also to small children who are now the main target. Now the real challenge is to implement the pictorial warnings on tobacco products as most of the tobacco products are still being sold with old pictorial warnings having lung cancer and scorpion photographs which are not very effective. The implementation of new pictorial warning will give a boost to tobacco control movement in India.

Sensitization workshop for NGOs on tobacco control laws and related issues.

MPVHA in collaboration with Voluntary health Association of India organized a workshop for NGO personnel on tobacco control laws and related issues.30 members from Indore division participated in the workshop.

Objective of the workshop

1. To orient the NGOs on Tobacco control laws and related issues in India.
2. To expand the project area in new territories.
3. To create a movement for smokefree in the concerned districts by monitoring and implementation of the tobacco act COTPA.
During the workshop the NGOs were oriented on tobacco epidemic and tobacco law COTPA. They were also trained on the monitoring of the tobacco act implementation in their respective districts.
A checklist was developed for NGOs to monitor the public places in the respective districts .They were told to monitor prominent public places in their district and prepare a report on implementation of the act. During the program mapping of all the NGOs was also done in relation with tobacco control activities .

Release of report and documentary film on workers employed in Tobacco Industry


Madhya Pradesh Voluntary Health Association in collaboration with Voluntary Health Association of India organized the release of report At the Crossroads of Life and Livelihood: The Economics, Poverty and Working Conditions of People Employed in the Tobacco Industry in India and documentary film Giving away so much for so little. The programme was attended by 80 persons from various fields like NGOs, Police, government officials,media persons etc.The programme was organized on 09 July 2010 at Hotel Palash Bhopal at 10 – 12 Pm.

The programmes started with the release of the study At the Crossroads of Life and Livelihood: The Economics, Poverty and Working Conditions of People Employed in the Tobacco Industry in India and documentary film Giving away so much for so little .The study and film were released by the chief guest Shri Manoj Shrivastava, Commissioner, Bhopal Division, Dr AN Mittal, Director Health Services, Shri Vineet Kapoor AIG Training Police, Dr PR Deo State Coordinator UNFPA, Dr Ramesh Nagrath, President MPVHA and Mukesh Kumar Sinha, Executive Director, MPVHA.


Objective of the program


 To investigate tobacco as a development issue.

 To identify issues associated with bidi rolling, tobacco farming, and tendu leaf plucking across different regions of the country, with regard to socio-economic, health and working conditions.

 To identify issues related to poverty among those employed in the tobacco industry.

 To develop an evidence-based advocacy tool to counter the arguments of the tobacco industry about the benefits of tobacco-related employment and to advocate for measures for alternative livelihoods of the tobacco workers.

 To identify the level of satisfaction of tobacco workers ( bidi rollers, tobacco farmers and tendu pluckers) regarding working conditions and remuneration.

MPVHA Activities on world No Tobacco Day 31 May 2010


This years theme of World No Tobacco Day was " Women and Tobacco with emphasis on marketing to women"

Following activities were organized by MPVHA:

Symposium on Women and Tobacco and celebrity Endorsement with Deepak Raja 30 May 2010.
A symposium was organized by Madhya Pradesh Voluntary Health Association on World No Tobacco Day Theme “Gender and Tobacco”. During the symposium famous comedy champion Mr Deepak Raja was also present he presented a show on Tobacco.
More than 200 participants from various oraganizarions ,NGO, Women Organization, Community policing members, Rotary club etc were present in the programme.
During the symposium women members from political party, rotary club, Social workers were present.

A poster designed by MPVHA was published in leading newspaper Naidunia on 31 may 2010.

31 May २०१० विश्व तम्बाकू निषेध दिवस


महिलाओ को तम्बाकू आपदा से बचाने के लिए मनाया जायेगा वर्ष २०१० का विश्व तम्बाकू निषेध दिवस

विश्व स्वास्थय संगठन द्वारा वर्ष २०१० का विश्व तम्बाकू निषेध दिवस का विषय महिलाओ को ध्यान में रखते हुए घोषित किया गया है ।इस बार का विषय है लिंग और तम्बाकू जिसमे विशेष महत्व महिलाओ को तम्बाकू उत्पादों की मार्केटिंग है । उल्लेखनीय है की विश्व के १०० करोड़ धूम्रपान करने वालो में २० प्रतिशत महिलाए है, यही कारण है की विश्व की तम्बाकू कंपनिया तम्बाकू उत्पाद की खपत महिलाओ में बढ़ाने के लिए नई मार्केटिंग योजनाओ पर काम कर रही है ।सन २०१० के विश्व तम्बाकू निषेध दिवस का मुख्य उद्देश्य महिलाओ खासकर लडकियो को तम्बाकू उत्पादों की मार्केटिंग से होने वाले दुष्प्रभावो से बचाना है ।गौरतलब है की विश्व के करीब १७० देशो ने व्यापक तम्बाकू नियंत्रण संधि पर हस्ताक्षर किये है । इस बार का तम्बाकू निषेध दिवस इन देशो को तम्बाकू उत्पादों के विज्ञापन और उनके प्रचार प्रसार एवं स्पानसरशिप पर रोक लगाने के लिए भी प्रोत्साहित करेगा।

पूरे विश्व में और भारत में सबसे चिंताजनक बात यह है की महिलाओ खासतौर से लडकियों में तम्बाकू उपयोग का चलन बढ़ता जा रहा है विश्व स्वास्थय संगठन की रिपोर्ट के अनुसार तम्बाकू कंपनिया महिलाओ को तम्बाकू की और आकर्षित करने के लिए प्रयासरत है । विश्व के १५१ देशो से प्राप्त जानकारी के अनुसार १२ प्रतिशत लडको के मुकाबले ७ प्रतिशत लड़किया धूम्रपान करती है , कई देशो में तो लड़के और लड़किया सामान रूप से धूम्रपान करते हे ।वर्ष २०१० का तम्बाकू निषेध दिवस महिलाओ को तम्बाकू महामारी से बचाने के लिए पुरे विश्व में जागरूकता फेलाने का काम करेगा ।विश्व स्वास्थ्य संगठन के अनुसार महिलाओ का स्वास्थ्य हमारे विकास और जन स्वास्थ्य के लिए बहुत आवश्यक है महिलाओ का अच्छा स्वास्थ्य न सिर्फ हम लोगो के लिए जरुरी है बल्कि हमारी आने वाली पीढियों लिए भी यह बहुत जरुरी है ।

हालाँकि इस वर्ष तम्बाकू निषेध दिवस महिलाओ को ध्यान में रखकर मनाया जायेगा लेकिन साथ ही इस बात पर भी ध्यान दिया जायेगा की पुरुषो को भी तम्बाकू आपदा से कैसे बचाया जाये।
विश्व स्वस्थ्य संगठन ने अपनी रिपोर्ट में कहा है की तम्बाकू आपदा को नियंत्रित करने के लिए लिंग आधारित नीतिया बनाना बहुत जरुरी है और महिलाओ और पुरुषो दोनों को तम्बाकू से होने वाली जानकारी होना जरुरी है । क्योकि आजकल तम्बाकू कंपनिया लिंग आधारित तम्बाकू उत्पाद बनाने पर जोर दे रही है (यानि महिलाओ और पुरुषो के लिए अलग अलग तम्बाकू उत्पाद), यही कारण है की आज सभी देशो को लिंग आधारित तम्बाकू नियंत्रण नीतिया बनाने की जरुरत है और उसमे महिलाओ की सहभागिता बहुत जरुरी है ।

महिलाओ का स्वास्थ्य और तम्बाकू

• मध्य प्रदेश में (१५-४९) आयु वर्ग के ६८.५ प्रतिशत पुरुष एवं १६ प्रतिशत महिलाए किसी न किसी रूप में तम्बाकू का सेवन करते है ।
• मध्य प्रदेश में ४०.२ प्रतिशत पुरुष एवं ०.५ प्रतिशत महिलाए सिगरेट/बीडी का सेवन करते है ।
• भारत में १.४ प्रतिशत महिलाए धूम्रपान एवं ८.४ प्रतिशत महिलाये खाने योग्य तम्बाकू का सेवन करती है ।
• तम्बाकू सेवन करने वाली महिलाओ में गर्भपात की दर सामान्य महिलाओ से तक़रीबन ९५ प्रतिशत अधिक होती है ।
• तम्बाकू सेवन के कारण महिलाओ में फेफड़ो का कैंसर ,दिल का दौरा, सांस की बीमारी ,प्रजनन सम्बन्धी विकार ,निमोनिया ,माहवारी से जुडी समस्याए अधिक उग्र हो जाती है ।
• तम्बाकू सेवन करने वाली महिलाओ में प्रसव समय से काफी पहले हो जाता है उनके बच्चे सामान्य औसत वजन से करीब ४०० -५०० ग्राम से कम के पैदा होते है ।

महिलाए और तम्बाकू कंपनियों की मार्केटिंग
जिस तरह से महिलाए आत्मनिर्भर हो रही है ऐसे में संभव है की महिलाओ में तम्बाकू प्रयोग का चलन भी बढ़ जाये । विकसित देशो में तो महिलाए धूम्रपान करती है लेकिन अभी भी विकासशील देशो में महिलाए बहुत कम संख्या में धूम्रपान करती है और यही कारण है की तम्बाकू कपनियो को विकाशील देशो में बहुत बड़ा बाज़ार नज़र आ रहा है ।
महिलाओ को सिगरेट की मार्केटिंग का इतिहास
• सन १९१९ में लारिवार्ड कंपनी पहली बार महिलाओ के चित्रों का उपयोग तम्बाकू उत्पादों के विज्ञापन के लिए प्रयोग किया ।
• १९२० में सिगरेट को महिलाओ की स्वतंत्रता के प्रतीक के रूप में प्रस्तुत किया गया ।
• १९२७ में मार्लबोरो ब्रांड में सिगरेट को फेशन और दुबलेपन से जोड़ा गया साथ ही कई कपनियो ने अभिनेत्रियों को तम्बाकू उत्पादों से जोड़ना शुरू किया ।
• १९६० में फिलिप मौरिस कंपनी ने वर्जिनिया स्लिम्स नाम से मार्केटिंग केम्पेन शुरू की जिसकी पंच लाइन थी You have come a long way baby जिसमे बताया गया था की महिलाए अब पुरुषो से पीछे नहीं है ।
महिलाओ को तम्बाकू उत्पादों की मार्केटिंग के लिए कंपनिया कई तरह से उन्हें आकर्षित करती है जैसे तम्बाकू उत्पादों के फ्री सेम्पल देना , स्पोंसरशिप , महिलाओ के लिए खास तरह के ब्रांड बनाना जैसे हलकी मध्यम सिगरेट आदि ।ज्यादातर तम्बाकू कपनिया महिलाओ को सिगरेट की तरफ आकर्षित करने के लिए उसे ग्लेमर ,स्टाइल,सेक्स अपील आदि से जोडती है । इसके अलावा तम्बाकू उत्पादों को महिलाओ के बीच में प्रचारित करने के लिए फ्री सेम्पल, कूपन, पैक डिस्काउंट आदि का प्रयोग करती है । विदेशो में तो कला/ महिला क्लबो की स्पोंसेरशिप तम्बाकू कंपनियों द्वारा करा जाना बहुत आम है । इसके अलावा इन्टरनेट पर भी सिगरेट कंपनियों प्रचार करने में लगी हुई है ।महिलाओ को सिगरेट की तरफ आकर्षित करने के लिए फिल्मो में अभिनेत्रियों को सिगरेट पीते हुए दिखाना बहुत आम हो गया है । हाल ही में कई फिल्मे ऐसी आई जिसमे महिलाओ को सिगरेट पीते हुए दिखाया गया ।
जहा तक विकासशील देशो की बात है तो अभी भी इन देशो में महिलाओ द्वारा धूम्रपान करना अच्छा नहीं माना जाता है, इसलिए इन देशो में धूम्रपान करने वाली महिलाओ का प्रतिशत बहुत कम है और यही कारण है की विश्व की बड़ी तम्बाकू कंपनिया भारत और चीन जैसे देशो में महिलाओ को तम्बाकू की तरफ आकर्षित करने में लगी हुई है ।भारत में ग्रामीण स्तर पर महिलाओ द्वारा खाने वाले तम्बाकू का प्रचलन ज्यादा और कुछ जगह बीडी का भी प्रयोग महिलाए करती है लेकिन अभी भी ज्यादातर महिलाए तम्बाकू से दूर ही रहती है ,लेकिन आज की महानगरीय जीवन शैली में भारत के ज्यादातर महानगरो में हुक्का सेंटर्स बढ़ते जा रहे हे जहा पर लडकियों द्वारा हुक्का सेवन आम हो चला है ।
आज जबकि पुरे भारत वर्ष में हर साल करीब ८ लाख मौते तम्बाकू से होने वाली बीमारियों के कारण होती है, जिनमे से ज्यादातर पुरुष होते है, लेकिन यदि हमें हमारी आने वाली पीढियों को तम्बाकू आपदा से बचाना है तो पुरुषो के साथ महिलाओ को भी तम्बाकू से बचाना होगा ।

हालाँकि भारत सरकार ने व्यापक तम्बाकू नियंत्रण कानून बनाया है लेकिन आज के परिप्रेक्ष्य को देखते हुए हमें लिंग आधारित तम्बाकू नियंत्रण नीतिया बनाना होंगी और इसके लिए इन नीतियों में महिलाओ की तरफ विशेष ध्यान देने की जरुरत है साथ ही महिलाओ को निष्क्रिय धुम्रपान से बचाने के लिए सार्वजनिक स्थानों पर धूम्रपान निषेध का कढाई से पालन करवाना होगा और
महिलाओ के लिए काम करने वाली संस्थाओ को भी इस विषय से अवगत करना होगा ।

पंचायत परिसर होंगे धूम्रपान मुक्त


इंदौर जिले को धूम्रपान मुक्त बनाने के लिए अब इंदौर जिले की पंचायते भी आगे आ गयी है. हाल ही में संपन्न हुए इंदौर जिले की 29 पंचायतो में सरपंचो ने पंचायत परिसर को धूम्रपान मुक्त बनाने का संकल्प लिया है। इंदौर जिले के करीब 29 सरपंचो ने पंचायत परिसर को धूम्रपान मुक्त बनाने की घोषणा करते हुए कहा की पंचायत परिसर में कोई व्यक्ति धूम्रपान नहीं करेगा,पंचायत परिसर में धूम्रपान को बढ़ावा देने वाली कोई सामग्री उपलब्ध नहीं होगी साथ ही पंचायत परिसर में धूम्रपान निषेध सम्बन्धी बोर्ड लगवाये जायेंगे ।सरपंच इस हेतु पंचायत परिसर में धूम्रपान निषेध सम्बन्धी बोर्ड भी लगवाएंगे ।
मध्य प्रदेश वालंटरी हेल्थ एसोसिएशन के कार्यकारी निदेशक श्री मुकेश कुमार सिन्हा का कहना है की गावो में पंचायतो का बहुत ज्यादा महत्व रहता है और ऐसे में यदि पंचायते अपने आपको धूम्रपान मुक्त घोषित करती है तो पुरे गाँव में एक अच्छा सन्देश जायेगा और अन्य सार्वजनिक स्थलों पर भी लोग धूम्रपान नहीं करेंगे ।
मध्य प्रदेश वालंटरी हेल्थ एसोसिशन के प्रोग्राम ऑफिसर बकुल शर्मा ने बताया की सरपंचो के प्रशिक्षण शिविर में तम्बाकू आपदा के खतरों के बारे में बताया गया और साथ ही उन्हें भारतीय तम्बाकू नियंत्रण कानून के बारे में भी बताया गया । सरपंचो को जानकारी देते हुए बताया गया की सरपंच गावो में तम्बाकू आपदा नियंत्रण करने के लिए कैसे कदम उठा सकते सकते है और कैसे वे अन्य ग्रामीणों को तम्बाकू के खतरों से अवगत करा सकते है साथ ही वे स्कूल के प्राचार्यो और तम्बाकू उत्पादों को बेचने वाले दुकानदार को तम्बाकू नियंत्रण कानून को लागु करने के लिए प्रोत्साहित कर सकते है ।
उल्लेखनीय है की भारत में १५ - ४९ आयु वर्ग के ३५ प्रतिशत ग्रामीण पुरुष सिगरेट बीडी का सेवन करते है इसकी तुलना में २९ प्रतिशत शहरी पुरुष सिगरेट बीडी का सेवन करते है मध्य प्रदेश में १५-४९ आयु वर्ग के ६८.५ प्रतिशत पुरुष एवं १६ प्रतिशत महिलाये किसी न किसी रूप में तम्बाकू का सेवन करते है । भारतीय तम्बाकू नित्यंत्रण कानून के अनुसार सभी सार्वजनिक स्थानों को धूम्रपान मुक्त होना जरुरी है और सार्वजनिक स्थानों पर धूम्रपान पूरी तरह से प्रतिबंधित हो चुकाहै.
इंदौर जिल के 29 सरपंचो से जब इस बारे में चर्चा की गयी तो उन्होंने पंचायतो परिसरों को धूम्रपान मुक्त करने की संयुक्त वकालत की । सभी सरपंचो ने एक राय से कहा की तम्बाकू नियंत्रण कानून का पालन पंचायतो में पूर्ण रूप से होगा ।

बरलाई ,रोजड़ी , तिगरिया , रालामंडल,मोरोद ,बुडानिया,छोटा बांगरदा ,लिम्बोदी , नवदा पंथ ,दुधिया ,असरावद खुर्द , सिंहसा , उमरिया , कलारिया , जामनिया खुर्द ,सिंदोरा , निहालपुर मंडी , असरावद खुर्द , केलोद करताल,बड़ी कल्मेर , सुनावदी,बड़ा उमरिया ,देव्गुराडिया , बिलावली ,अहीर खेडी ,उम्रिखेदा , मिर्जापुर ,नेनोद ,सनावादिया ,जम्बूरी हप्सी

WHO World Tobacco Epidemic Report 2009



According to World Tobacco Epidemic 2009 report released by WHO only 5.4% of the world's population was covered by comprehensive smoke-free laws in 2008, up from 3.1% in 2007.This means that 154 million more people are no longer exposed to the harms of tobacco smoke in work places, restaurants, bars and other indoor public places. Seven countries – Colombia, Djibouti, Guatemala, Mauritius, Panama, Turkey and Zambia – implemented comprehensive smoke-free laws in 2008, bringing the total to 17.
WHO chose to make smoke-free environments the focus of the report because of the harm of second-hand smoke, which causes about 600,000 premature deaths per year, countless crippling and disfiguring illnesses and economic losses in the tens of billions of dollars per year.
The report devotes particular attention to the WHO Framework Convention on Tobacco Control's Article 8, which addresses protection from exposure to tobacco smoke. The Framework Convention, which took effect in 2005, is ratified by nearly 170 countries.
The report also describes countries' efforts to implement the tobacco control package called MPOWER, which WHO introduced in 2008 to help countries implement some of the demand reduction measures in the WHO Framework Convention and its guidelines. These measures are:
1. monitor tobacco use and the policies to prevent it;
2. protect people from tobacco smoke;
3. offer people help to quit tobacco use;
4. warn about the dangers of tobacco;
5. enforce bans on tobacco advertising, promotion and sponsorship; and
6. raise taxes on tobacco.
Less than 10% of the world's population is covered by any one measure, the report states.
The report tracks the global tobacco epidemic, giving governments and other stakeholders a tool to see where evidence-based demand reduction interventions have been implemented and where more progress is needed. It gives country-by-country tobacco use prevalence figures as well as data about cigarette taxation, bans on tobacco advertising, promotion and sponsorship, support for treatment of tobacco dependence, enforcement of tobacco-free laws and monitoring of the epidemic.
Tobacco use continues to be the leading preventable cause of death, killing more than 5 million people per year. Unless urgent action is taken to control the tobacco epidemic, the annual death toll could rise to 8 million by 2030, the report states. More than 80% of those premature deaths would occur in low- and middle-income countries – in other words, precisely where it is hardest to deflect and to bear such tremendous losses.
Other key findings of the report include the following.
• Five more countries –– Djibouti, Egypt, Islamic Republic of Iran, Malaysia and Mauritius –– met the best practices for health warnings on cigarette packages.
• Three more countries –– Israel, Romania and the United Arab Emirates –– offered comprehensive help to quit.
• Only one country –– Panama –– joined the small group of countries that bans all forms of tobacco advertising, promotion and sponsorship. More than 90% of people lack protection from tobacco industry marketing.
• Six more countries –– Czech Republic, Estonia, Fiji, Finland, the Netherlands and Seychelles –– levied tobacco taxes higher than 75% of retail price.
• Of the world's 100 most populous cities, 22 are smoke-free.

In Madhya Pradesh Smokefree public places movement is gearing up now and all the police stations of Indore district have been declared smokefree. In addition to that Indore Dugdh has also declared itself smokefree. Monitoring team formed by MPVHA is continuously monitoring the public places, meeting the officials and advocating for smokefree public places.

इंदौर में और सख्त हो तम्बाकू नियंत्रण कानून


तम्बाकू नियंत्रण कानून के लागू हो जाने के डेढ़ साल बाद भी इंदौर में ज्यादातर जगहों पर इस कानून के सख्ती से पालन की जरुरत है। तम्बाकू नियंत्रण कानून का सार्वजनिक स्थानों पर कितना पालन हो रहा है यह देखने के लिए मध्य प्रदेश वालंटरी हेल्थ एसोसिएशन , इंदौर की निगरानी टीम द्वारा एक अध्ययन किया गया। इस अध्ययन में इंदौर के प्रमुख सार्वजनिक स्थानों पर जाकर देखा गया की वहाँ पर तम्बाकू नियंत्रण कानून का पालन हो रहा है या नहीं ।

अध्ययन के समन्वयक एम् पी वी एच ए के प्रोग्राम ऑफिसर बकुल शर्मा और तकनीकी सलाहकार डा. शालिनी कपूर ने बताया की इस अध्ययन को करने में मध्य प्रदेश वालंटरी हेल्थ एसोसिएशन , इंदौर द्वारा बनायीं गई निगरानी टीम का योगदान सराहनीय रहा, टीम में करीब २० लोग शामिल है जिसमे डाक्टर ,समाज सेवक,नगर सुरक्षा समिति सदस्य ,वरिष्ठ नागरिक आदि है। इस टीम द्वारा संस्थानों में जाकर तम्बाकू नियंत्रण कानून की जानकारी दी गई और संस्थान प्रमुख को तम्बाकू नियंत्रण के विभिन्न प्रावधानों के बारे में बताया गया और यह भी बताया गया की वे अपने संस्थान को कैसे धूम्रपान मुक्त कर सकते है । इस टीम को बनाने का मुख्य उद्देश्य इंदौर के सभी सार्वजनिक संस्थानों को धूम्रपान मुक्त बनाकर इंदौर को स्मोकफ्री सिटी बनाना है।
इस अध्ययन में ११२ सार्वजनिक स्थानों में तम्बाकू नियंत्रण कानून 2003 के अनुपालन को देखा गया जिसमे २५ सरकारी कार्यालय , ८ प्राइवेट ऑफिस ,५ बैंक ,१६ हॉस्पिटल ,१६ होटल और ४२ शैक्षणिक संस्थानों के प्रमुखों से मुलाकात की गई।

अध्ययन के प्रमुख निष्कर्ष
• ११२ में से सिर्फ ४७ सार्वजनिक स्थानों (४२ प्रतिशत) जगहों पर ही धूम्रपान निषेध सम्बन्धी बोर्ड लगे थे ।उनमे भी सिर्फ २२ स्थानों (२० प्रतिशत) पर ही कानून के अनुसार निर्धारित प्रारूप के बोर्ड लगे थे।

• २५ में से सिर्फ १५ सरकारी कार्यालयों में धूम्रपान निषेध सम्बन्धी बोर्ड लगे थे उनमे भी सिर्फ २ जगहों पर कानून द्वारा निर्धारित प्रारूप के बोर्ड लगे थे बाकि जगहों पर सामान्य बोर्ड लगे थे ।इसके अलावा सिर्फ २ जगहों पर धूम्रपान निषेध सम्बन्धी शिकायत अधिकारी का नाम मौजूद था।

• ८ प्राइवेट ऑफिस में से सिर्फ २ में , ५ बैंक में से सिर्फ २ में,१६ होटल में से सिर्फ ११ में ,१६ हॉस्पिटल में से सिर्फ १० में,११ कालेज में से सिर्फ ४ में और ३१ स्कूलों में से सिर्फ ३ में धूम्रपान निषेध सम्बन्धी बोर्ड लगे थे ।

• ११२ में से सिर्फ ८ (७ %) जगहों पर धूम्रपान निषेध सम्बन्धी शिकायत अधिकारी का नाम मौजूद था ।

• ४२ शैक्षणिक संस्थानों में से ९ संस्थानों (२१ %) के ३०० फीट के दायरे में तम्बाकू उत्पाद की दुकान मौजूद थी इसके अलावा ४२ में से सिर्फ ५ संस्थानों ने अपने गेट पर संस्थान के ३०० फीट के दायरे में तम्बाकू बिक्री निषेध सम्बन्धी बोर्ड लगा रखे थे।कानून के अनुसार सभी शैक्षणिक संस्थानों के ३०० फीट के दायरे में तम्बाकू उत्पाद की दूकान प्रतिबंधित है और इसके अनुपालन के लिए शैक्षणिक संस्थानों को अपने गेट पर बोर्ड भी लगाना है जिस पर लिखा हो की “इस संस्था के १०० गज के दायरे में तम्बाकू उत्पाद की दुकान प्रतिबंधित है” ।

• ११२ स्थानों में से सिर्फ १ जगह चालान बुक मौजूद थी।उल्लेखनीय है की सार्वजनिक स्थानों पर यदि कोई धूम्रपान करता हुआ पाया जाता है तो उसे २०० रु तक का अर्थदंड किया जा सकता है । इस के लिए निर्धारित चालान बुक मुख्य चिकित्सा एवं स्वास्थय अधिकारी से प्राप्त की जा सकती है ।

मध्य प्रदेश वालंटरी हेल्थ एसोसिएशन , इंदौर के कार्यकारी निदेशक श्री मुकेश कुमार सिन्हा का कहना है की इस अध्ययन को करवाने का मकसद यही है की इंदौर जिला पूरे प्रदेश में तम्बाकू नियंत्रण कानून के पालन में अग्रणी हो और इंदौर की जनता को धूम्रपान मुक्त वातावरण मिले । गौरतलब है की भारत में चंडीगढ़ और कोट्यम तम्बाकू मुक्त घोषित हो चुके है ऐसे में इंदौर में भी सभी सार्वजनिक संस्थानों में यदि धूम्रपान निषेध कानून का पालन किया जाये तो जल्द ही हम भी इंदौर को तम्बाकू धूम्रमुक्त घोषित कर सकते है । चूँकि राज्य तम्बाकू नियंत्रण प्रकोष्ठ भी इंदौर में ही है इसलिए इंदौर से तम्बाकू नियंत्रण के क्षेत्र में अपेक्षाए ज्यादा है ।

क्या है तम्बाकू नियंत्रण कानून ?
लोगों को तम्बाकू आपदा से बचाने के लिए हमारी संसद ने सिगरेट और अन्य तम्बाकू उत्पाद (विज्ञापन का प्रतिषेध और व्यापार तथा वाणिज्य, उत्पादन, प्रदाय और वितरण का विनियमन) अधिनियम, 2003 (COTPA) बनाया था । इस कानून को २ अक्टूबर २००८ से पूरे देश में लागू कर दिया गया ।

तम्बाकू नियंत्रण कानून 2003 के मुख्य प्रावधान :
सेक्शन ४ सभी सार्वजनिक स्थानों पर धूम्रपान निषेध है ।
सेक्शन ५ तम्बाकू उत्पादों के प्रचार, प्रसार,उनके द्वारा प्रायोजन निषेध है ।
सेक्शन ६ अ १८ वर्ष से कम उम्र के बच्चो को तम्बाकू उत्पाद बेचना प्रतिबंधित है ।
सेक्शन ६ ब शैक्षणिक संस्थानों के १०० गज की परिधि में तम्बाकू उत्पादों का विक्रय प्रतिबंधित है ।
सेक्शन ७ तम्बाकू उत्पादों पर चित्रमय स्वास्थ्य चेतावनी प्रदर्शित होनी चाहिए।

भारत में तम्बाकू उत्पादों पर नई सचित्र स्वास्थ्य चेतावनी लागू


यह मध्य प्रदेश के लिए गौरव की बात है की हाल ही में तम्बाकू उत्पादों पर नई सचित्र स्वास्थ्य चेतावनियों को लागू करवाने में प्रदेश का भी योगदान रहा है । उल्लेखनीय है कि भारत सरकार ने तम्बाकू उत्पादों पर सचित्र स्वास्थ्य चेतावनी की नई अधिसूचना जारी की है । नवीनतम सूचना के अनुसार, गुटखा और सिगरेट के पेकेट पर मुहँ के कैंसर वाला चित्र होगा जो तम्बाकू उत्पादों के घातक परिणामो के बारे में दर्शायेगा । यह चेतावनियाँ
जून से प्रभावी हो जाएँगी ।
इन चेतावनियों को भारत के ८ राज्यों में करवाए गए अध्ययन में लोगो की राय के अनुसार ही रखा गया है । मध्यप्रदेश में मध्य प्रदेश वालंटरी हेल्थ एसोसिशन , इंदौर और वालंटरी हेल्थ एसोसिअशन ऑफ इंडिया द्वारा किये गए अध्ययन में खरगोन और इंदौर जिले के ग्रामीण अंचलो में इन स्वास्थ्य चेतावनियों के बारे में ग्रामीणों से राय मांगी गयी थी । लोगो को करीब ११ विभिन्न चित्रों वाली चेतावनियाँ बताई गयी जिसमे कैंसर ,ह्रदयघात से पीड़ित व्यक्ति ,साँस की बीमारी से पीड़ित व्यक्ति , मुहँ के कैंसर का चित्र आदि बताये गए थे ।करीब ३०० ग्रामीणों पर किये गए अध्ययन में उनसे विभिन्न प्रश्न पूछे गए जैसे उन्हें चित्र देखकर क्या अनुभव होता है , चित्रों वाली चेतावनी होनी चाहिए या नहीं,कैसा चित्र होना चाहिए आदि । इन प्रश्नों के आधार पर यह निष्कर्ष निकला कि तम्बाकू उत्पादों पर सचित्र स्वास्थ्य चेतावनियाँ बहुत जरुरी है है और यदि चेतावनियों को डरावने रूप में दिखाया जाये तो बच्चे और जो लोग तम्बाकू उत्पादों का प्रयोग करते है वे इसका प्रयोग करने से पहले सचेत हो जायेंगे । मध्य प्रदेश में इस अध्ययन को करने वाले डॉ शालिनी कपूर और बकुल शर्मा का कहना है कि ग्रामीणों को जब चेतावनियों वाले चित्र बताये गए तो उनका कहना था कि चेतावनियों को आकार में बड़ा होना चाहिए और तम्बाकू उत्पादों के दोनों साइड पर इन चित्रों को होना चाहिए।ग्रामीणों का कहना था की गाँव में गुटखा और बीडी का प्रयोग बढ़ता ही जा रहा है खासकर बच्चे जो इसके खतरों को नहीं जानते उन्हें तम्बाकू के दुष्प्रभावो के बारे में बताना बहुत जरुरी है. ।
मध्य प्रदेश वालंटरी हेल्थ एसोसिशन के कार्यकारी निदेशक मुकेश कुमार सिन्हा का कहना है कि भारत सरकार का यह निर्णय बहुत अच्छा है और तम्बाकू उत्पादों पर अब नई और डरावनी स्वास्थ्य चेतावनी आ जाने के बाद बच्चे ,निरक्षर लोग और अन्य तम्बाकू उपयोगकर्ता तम्बाकू के खतरों से बेहतर तरीके से अवगत होंगे ।
उल्लेखनीय है की भारतीय तम्बाकू नियंत्रण कानून के अनुसार सभी तम्बाकू उत्पादों के मुख्य प्रदर्शन भाग के ४० प्रतिशत हिस्से पर चित्रों वाली चेतावनी अनिवार्य है और इन चेतावनियों को हर वर्ष बदला जाना है।

Signature Campaign



Recently around 12 MP’s approached to the Prime Minister in order to lift ban on tobacco products within 100 yards of educational institution. They have cited the impact of the move on small-time traders and shopkeepers engaged in the business as the reason for their opposition. It is surprising to see that MP’s who are meant to advocate for social cause and work for social cause are trying to influence the Indian Tobacco Control Act (COTPA). Section 6 of the act says that sale of tobacco products is prohibited within 100 yards of educational institutions.
With reference to the issue of ban on sale of tobacco products within 100 yards of educational institution ,MPVHA has organized a signature campaign for the support of section 6 of COTPA. The movement was supported by members of community policing by giving their signature.
More than 500 persons signed for the cause.

भारत विश्व के सबसे बड़े लोकतंत्र में से एक है और भारत की आधी से ज्यादा आबादी युवा है भारत के युवाओ की भूमिका देश के सामाजिक और राजनीतिक भविष्य में बहुत महत्वपूर्ण है, लेकिन तम्बाकू आपदा के कारण आज कई युवा विभिन्न बीमारियो से ग्रसित हो रहे है. भारत में हर साल करीब ३० हज़ार करोड़ रूपये तम्बाकू से होने वाली बीमारियों पर खर्च होते है. वैश्विक युवा तम्बाकू सर्वेक्षण के अनुसार, भारत में १४ प्रतिशत युवा किसी न किसी रूप में तम्बाकू का उपयोग करते है , इसके आलावा ७२.५ प्रतिशत युवा जिन्होंने दुकान से सिगरेट खरीदी उन्हें उम्र के आधार पर टोका नहीं गया

हाल ही में करीब १२ सांसदो ने प्रधानमंत्री से कहा है की वो स्कूल के १०० गज के दायरे में आने वाली तम्बाकू उत्पादों की दुकानों पर से निषेध हटा दे . सांसदों का कहना है के इससे दुकानदारो को हानि होगी इसलिए इस प्रतिबन्ध को हटा दिया जाये .
भारत जैसे देश में जंहा हर साल ८ लाख से ज्यादा लोगो की मृत्यु तम्बाकू से होने वाली बीमारियों के कारण होती है और करीब ३७ प्रतिशत बच्चे १० वर्ष की उम्र से धूम्रपान शुरू कर देते है उस देश में राजनेता अपनी सामाजिक जिम्मेदारी को समझते हुए स्कूल के १०० गज के दायरे में आने वाली तम्बाकू उत्पादों की दुकानों पर निषेध को हटा देने वाले सुझाव का विरोध करे ताकि हम हमारी आने वाली पीढ़ी को तम्बाकू आपदा से बचा सके

Tobacco Free Villages


MPVHA has organized a rally in Umrikheda village in order to generate awareness among villagers. More then 5000 tobacco pouch ,bidi packets and cigarette packets were collected from the village by school childrens and they were burnt in front of villages in order to give them positive message.

A poster on Antismoking was released by Minister of State for Health Government of Madhya Pradesh Shri Mahendra Hardia.On releasing the poster he said that NGO can play an important role in tobacco control related activities.Tobacco control needs implementation of Tobacco law and people should also change their habits. The minister was sensitized about the various provisions of the tobacco control act and also briefed about the tobacco epidemic scenario in the state.

Air Quality Monitoring Study


Madhya Pradesh Voluntary Health Association in association with VHAI New Delhi conducted an Air Quality Monitoring study to evaluate the quality of air in public places like restaurants, bars, pubs etc

The objective of the study
• To measure the level of particulate air pollution from secondhand smoke in public places
• To compare the level of air quality in the smoking venue and smoke free venues
• To stimulate the decision makers to implement smoke free laws more effectively

Methodology and Process
The MPVHA and Voluntary Health Association of India conducted an air quality study by measuring particulate air pollution from secondhand smoke in 12 different bars and restaurants mostly during their peak business hours in September 2009. The amount of smoking, a major source of particulate air pollution, was recorded as well. All of the indoor locations sampled in the study were required to be smoke-free by law. The data collected were analyzed by the Roswell Park Cancer Institute in New York, USA.

Members Madhya Pradesh Voluntary Health Association and Voluntary Health association visited a sample of locations at Indore and Bhopal. These locations were visited during the peak business hour (7.00 pm to 11.00pm). During their sit visit they observed and recorded whether people were smoking and also recorded any other violations on the India smoke-free law (for example, lack of signage, ashtrays, etc). The number of people inside the venue and the number of burning cigarettes were recorded.
In addition to observing whether smoking was observed, the teams tested the quality of the air using Sidepak monitors to sample and record the levels of particulate matter in the air.

Key findings of the AQM Study Madhya Pradesh Bhopal & Indore,

• Out of the 12 hospitality sites visited in the urban cities of Bhopal and Indore, smoking was observed in 7 places and not observed in 5 places.
• The average level of fine particle air pollution in the 7 locations where smoking was observed (bars) was 6 times higher than the 5 locations (restaurants and cafes) where no smoking was observed indoors
• The level of fine particle air pollution (PM2.5) in the places with observed smoking is 40 times higher than the World Health Organization target air quality guideline for PM2.5 - 25 μg/m3 (24 - hour mean).
• Of the 7 places where smoking was observed, 6 did not have any of the required “No Smoking” signage.
• Of the 5 places where there was no observed smoking, only two had the proper “No Smoking” signs. Two of these places also had smoking occurring at the entrance where smoke can drift indoors and patrons are exposed upon entry and exit.

Media Workshop


The media workshop on Tobacco Epidemic was held at Gwalior by Madhya Pradesh Voluntary Health Association in collaboration with Voluntary Health Association of India ,New Delhi. In this workshop representatives from various media houses were present .The workshop was organized at Hotel Central Park on 26 September 2009.Around 60 participants from various media houses participated in the workshop.

Objectives of the Workshop
• Increasing the involvement of media in tobacco control activities.

• To sensitize the media on the issue of Tobacco epidemic.

• To generate awareness among general masses about tobacco epidemic through media.

• Sensitization of media about the Tobacco Law *COTPA 2003

• To tell the media about their role in controlling the Tobacco epidemic.

• Strengthening Tobacco Control Policies in States with the help of media.

Tobacco Free Indore


Objective of the event
The main objective of the event was to start a campaign for Tobacco Free Indore and to associate a celebrity with the event. It was decided to choose Mr Shatrughan Sinha as he has been Union Health Minister and Minister of Parliament , associating him with the activity will result into media attention about the cause. Also as VHAI has come out with a parliamentarian kit for Tobacco advocacy , it was a right occasion for the release of the Kit as Mr Shatrughan Sinha himself held Union Health Minister Portfolio and a Minister of Parliament. Another main objective of the event was to sensitize the children about the tobacco epidemic and in order to sensitize them something extra was required and that demand was fulfilled by Mr Shatrughan Sinha.

Tobacco the killer

We Demand Smokefree Madhya Pradesh
World Health Organization estimated that around 100 million people died prematurely during the 20th century as a result of tobacco use, making it the leading preventable cause of death and one of the top killers overall. Another 1 billion more may die from tobacco use this century if current trends continue unchecked many countries have made laws about prohibition of smoking at public places but still proper implementation of law has not been done. Over 150 countries have already ratifies the Framework Convention on Tobacco Control (FCTC),which requires countries to take a range of anti-smoking measures.World Health Organization has designed specific policies to help governments all over the world to control tobacco epidemic. The policies are called as MPOWER (Monitor, Protect. Offer help, Warn, Enforce ban, raise tax on tobacco).These policies are effective in giving direction to the government in order to control tobacco epidemic.India the worlds second largest consumer and third largest producer of tobacco , is among those taking action against tobacco Indian government has made a comprehensive law on tobacco control called COTPA which covers almost all aspects of FCTC treaty signed by India.India’s tobacco problem has serious implications for the country’s fragile healthcare system. The total cost of just three tobacco related diseases-coronary artery disease (CAD),chronic obstructive pulmonary disease(COPD),and tobacco related cancers-is estimated to be over Rs 308bn .This is shocking for a country like India which is still struggling to provide basic healthcare services to its 1 Billion strong population.India need strong advocates for raising voice against tobacco and generating awareness among general masses. Although Indian government has made law for tobacco control but strict implementation is lacking. Indian government has included all the provisions mentioned in WHO’s MPOWER policies to control epidemic in India
