8 Districts of Indore Division (Indore, Dhar, Khandwa, Khargone, Burhanpur, Badwani,Jhabua, Alirajpur) will be made Smokefree.

Minister of state for Health Governmant of Madhya Pradesh Mr Mahendra Hardia said that the government will ensure support for making public places of Indore Division Smokefree.

Madhya Pradesh Voluntary Health Association with support from Bloomberg Philanthropies will make public places, workplaces and transports of 8 districts smokefree in state of Madhya Pradesh(India) through advocacy and sensitization of law enforcers; stakeholders; capacity building; community mobilization; public awareness; effective enforcement of smokefree provisions of legislation and monitoring and evaluation and thus to establish a replicable model of tobacco control initiative.

The purpose is to ensure the effective implementation of Tobacco Law in rural periphery in addition to semi urban and urban jurisdictions and establish rural-urban smoke-free model. This will build the capacity of law enforcers at the lowest administrative setup, protect the people from harmful effects of secondhand smoke and mobilize the community for sustainable smokefree places and behavioral change.

New Pictorial warnings on tobacco products

Recent decision by government to implement pictorial warnings of mouth cancer on tobacco products is a good step towards controlling the tobacco epidemic, Pictorial warnings on tobacco products can play an important role in a country like India where most of the illiterate and other people consumes tobacco without knowing the dangers of the product. Dangerous pictorial warning will be effective in preventing and alarming the tobacco users and also to small children who are now the main target. Now the real challenge is to implement the pictorial warnings on tobacco products as most of the tobacco products are still being sold with old pictorial warnings having lung cancer and scorpion photographs which are not very effective. The implementation of new pictorial warning will give a boost to tobacco control movement in India.

Sensitization workshop for NGOs on tobacco control laws and related issues.

MPVHA in collaboration with Voluntary health Association of India organized a workshop for NGO personnel on tobacco control laws and related issues.30 members from Indore division participated in the workshop.

Objective of the workshop

1. To orient the NGOs on Tobacco control laws and related issues in India.
2. To expand the project area in new territories.
3. To create a movement for smokefree in the concerned districts by monitoring and implementation of the tobacco act COTPA.
During the workshop the NGOs were oriented on tobacco epidemic and tobacco law COTPA. They were also trained on the monitoring of the tobacco act implementation in their respective districts.
A checklist was developed for NGOs to monitor the public places in the respective districts .They were told to monitor prominent public places in their district and prepare a report on implementation of the act. During the program mapping of all the NGOs was also done in relation with tobacco control activities .

Release of report and documentary film on workers employed in Tobacco Industry

Madhya Pradesh Voluntary Health Association in collaboration with Voluntary Health Association of India organized the release of report At the Crossroads of Life and Livelihood: The Economics, Poverty and Working Conditions of People Employed in the Tobacco Industry in India and documentary film Giving away so much for so little. The programme was attended by 80 persons from various fields like NGOs, Police, government officials,media persons etc.The programme was organized on 09 July 2010 at Hotel Palash Bhopal at 10 – 12 Pm.

The programmes started with the release of the study At the Crossroads of Life and Livelihood: The Economics, Poverty and Working Conditions of People Employed in the Tobacco Industry in India and documentary film Giving away so much for so little .The study and film were released by the chief guest Shri Manoj Shrivastava, Commissioner, Bhopal Division, Dr AN Mittal, Director Health Services, Shri Vineet Kapoor AIG Training Police, Dr PR Deo State Coordinator UNFPA, Dr Ramesh Nagrath, President MPVHA and Mukesh Kumar Sinha, Executive Director, MPVHA.


Objective of the program


 To investigate tobacco as a development issue.

 To identify issues associated with bidi rolling, tobacco farming, and tendu leaf plucking across different regions of the country, with regard to socio-economic, health and working conditions.

 To identify issues related to poverty among those employed in the tobacco industry.

 To develop an evidence-based advocacy tool to counter the arguments of the tobacco industry about the benefits of tobacco-related employment and to advocate for measures for alternative livelihoods of the tobacco workers.

 To identify the level of satisfaction of tobacco workers ( bidi rollers, tobacco farmers and tendu pluckers) regarding working conditions and remuneration.

MPVHA Activities on world No Tobacco Day 31 May 2010

This years theme of World No Tobacco Day was " Women and Tobacco with emphasis on marketing to women"

Symposium on Women and Tobacco and celebrity Endorsement with Deepak Raja 30 May 2010.
A symposium was organized by Madhya Pradesh Voluntary Health Association on World No Tobacco Day Theme “Gender and Tobacco”. During the symposium famous comedy champion Mr Deepak Raja was also present he presented a show on Tobacco.
More than 200 participants from various oraganizarions ,NGO, Women Organization, Community policing members, Rotary club etc were present in the programme.
During the symposium women members from political party, rotary club, Social workers were present.

Publication of Poster in Naidunia Newspaper
A poster designed by MPVHA was published in leading newspaper Naidunia on 31 may 2010.

A meeting was organized at Collect orate office and 50 Government officers from different departments in presence of collector were sensitized.
During the meeting collector has issued orders to CMHO for challan printing. Orders were also issued to Education officer for compliance of section 6 of COTPA. During the Meeting SP and Add SP were also present.

महिलाओ को तम्बाकू आपदा से बचाने के लिए मनाया जायेगा वर्ष २०१० का विश्व तम्बाकू निषेध दिवस

विश्व स्वास्थय संगठन द्वारा वर्ष २०१० का विश्व तम्बाकू निषेध दिवस का विषय महिलाओ को ध्यान में रखते हुए घोषित किया गया है ।इस बार का विषय है लिंग और तम्बाकू जिसमे विशेष महत्व महिलाओ को तम्बाकू उत्पादों की मार्केटिंग है । उल्लेखनीय है की विश्व के १०० करोड़ धूम्रपान करने वालो में २० प्रतिशत महिलाए है, यही कारण है की विश्व की तम्बाकू कंपनिया तम्बाकू उत्पाद की खपत महिलाओ में बढ़ाने के लिए नई मार्केटिंग योजनाओ पर काम कर रही है ।सन २०१० के विश्व तम्बाकू निषेध दिवस का मुख्य उद्देश्य महिलाओ खासकर लडकियो को तम्बाकू उत्पादों की मार्केटिंग से होने वाले दुष्प्रभावो से बचाना है ।गौरतलब है की विश्व के करीब १७० देशो ने व्यापक तम्बाकू नियंत्रण संधि पर हस्ताक्षर किये है । इस बार का तम्बाकू निषेध दिवस इन देशो को तम्बाकू उत्पादों के विज्ञापन और उनके प्रचार प्रसार एवं स्पानसरशिप पर रोक लगाने के लिए भी प्रोत्साहित करेगा।

पूरे विश्व में और भारत में सबसे चिंताजनक बात यह है की महिलाओ खासतौर से लडकियों में तम्बाकू उपयोग का चलन बढ़ता जा रहा है विश्व स्वास्थय संगठन की रिपोर्ट के अनुसार तम्बाकू कंपनिया महिलाओ को तम्बाकू की और आकर्षित करने के लिए प्रयासरत है । विश्व के १५१ देशो से प्राप्त जानकारी के अनुसार १२ प्रतिशत लडको के मुकाबले ७ प्रतिशत लड़किया धूम्रपान करती है , कई देशो में तो लड़के और लड़किया सामान रूप से धूम्रपान करते हे ।वर्ष २०१० का तम्बाकू निषेध दिवस महिलाओ को तम्बाकू महामारी से बचाने के लिए पुरे विश्व में जागरूकता फेलाने का काम करेगा ।विश्व स्वास्थ्य संगठन के अनुसार महिलाओ का स्वास्थ्य हमारे विकास और जन स्वास्थ्य के लिए बहुत आवश्यक है महिलाओ का अच्छा स्वास्थ्य न सिर्फ हम लोगो के लिए जरुरी है बल्कि हमारी आने वाली पीढियों लिए भी यह बहुत जरुरी है ।

हालाँकि इस वर्ष तम्बाकू निषेध दिवस महिलाओ को ध्यान में रखकर मनाया जायेगा लेकिन साथ ही इस बात पर भी ध्यान दिया जायेगा की पुरुषो को भी तम्बाकू आपदा से कैसे बचाया जाये।
विश्व स्वस्थ्य संगठन ने अपनी रिपोर्ट में कहा है की तम्बाकू आपदा को नियंत्रित करने के लिए लिंग आधारित नीतिया बनाना बहुत जरुरी है और महिलाओ और पुरुषो दोनों को तम्बाकू से होने वाली जानकारी होना जरुरी है । क्योकि आजकल तम्बाकू कंपनिया लिंग आधारित तम्बाकू उत्पाद बनाने पर जोर दे रही है (यानि महिलाओ और पुरुषो के लिए अलग अलग तम्बाकू उत्पाद), यही कारण है की आज सभी देशो को लिंग आधारित तम्बाकू नियंत्रण नीतिया बनाने की जरुरत है और उसमे महिलाओ की सहभागिता बहुत जरुरी है ।

महिलाओ का स्वास्थ्य और तम्बाकू

• मध्य प्रदेश में (१५-४९) आयु वर्ग के ६८.५ प्रतिशत पुरुष एवं १६ प्रतिशत महिलाए किसी न किसी रूप में तम्बाकू का सेवन करते है ।
• मध्य प्रदेश में ४०.२ प्रतिशत पुरुष एवं ०.५ प्रतिशत महिलाए सिगरेट/बीडी का सेवन करते है ।
• भारत में १.४ प्रतिशत महिलाए धूम्रपान एवं ८.४ प्रतिशत महिलाये खाने योग्य तम्बाकू का सेवन करती है ।
• तम्बाकू सेवन करने वाली महिलाओ में गर्भपात की दर सामान्य महिलाओ से तक़रीबन ९५ प्रतिशत अधिक होती है ।
• तम्बाकू सेवन के कारण महिलाओ में फेफड़ो का कैंसर ,दिल का दौरा, सांस की बीमारी ,प्रजनन सम्बन्धी विकार ,निमोनिया ,माहवारी से जुडी समस्याए अधिक उग्र हो जाती है ।
• तम्बाकू सेवन करने वाली महिलाओ में प्रसव समय से काफी पहले हो जाता है उनके बच्चे सामान्य औसत वजन से करीब ४०० -५०० ग्राम से कम के पैदा होते है ।

महिलाए और तम्बाकू कंपनियों की मार्केटिंग
जिस तरह से महिलाए आत्मनिर्भर हो रही है ऐसे में संभव है की महिलाओ में तम्बाकू प्रयोग का चलन भी बढ़ जाये । विकसित देशो में तो महिलाए धूम्रपान करती है लेकिन अभी भी विकासशील देशो में महिलाए बहुत कम संख्या में धूम्रपान करती है और यही कारण है की तम्बाकू कपनियो को विकाशील देशो में बहुत बड़ा बाज़ार नज़र आ रहा है ।
महिलाओ को सिगरेट की मार्केटिंग का इतिहास
• सन १९१९ में लारिवार्ड कंपनी पहली बार महिलाओ के चित्रों का उपयोग तम्बाकू उत्पादों के विज्ञापन के लिए प्रयोग किया ।
• १९२० में सिगरेट को महिलाओ की स्वतंत्रता के प्रतीक के रूप में प्रस्तुत किया गया ।
• १९२७ में मार्लबोरो ब्रांड में सिगरेट को फेशन और दुबलेपन से जोड़ा गया साथ ही कई कपनियो ने अभिनेत्रियों को तम्बाकू उत्पादों से जोड़ना शुरू किया ।
• १९६० में फिलिप मौरिस कंपनी ने वर्जिनिया स्लिम्स नाम से मार्केटिंग केम्पेन शुरू की जिसकी पंच लाइन थी You have come a long way baby जिसमे बताया गया था की महिलाए अब पुरुषो से पीछे नहीं है ।
महिलाओ को तम्बाकू उत्पादों की मार्केटिंग के लिए कंपनिया कई तरह से उन्हें आकर्षित करती है जैसे तम्बाकू उत्पादों के फ्री सेम्पल देना , स्पोंसरशिप , महिलाओ के लिए खास तरह के ब्रांड बनाना जैसे हलकी मध्यम सिगरेट आदि ।ज्यादातर तम्बाकू कपनिया महिलाओ को सिगरेट की तरफ आकर्षित करने के लिए उसे ग्लेमर ,स्टाइल,सेक्स अपील आदि से जोडती है । इसके अलावा तम्बाकू उत्पादों को महिलाओ के बीच में प्रचारित करने के लिए फ्री सेम्पल, कूपन, पैक डिस्काउंट आदि का प्रयोग करती है । विदेशो में तो कला/ महिला क्लबो की स्पोंसेरशिप तम्बाकू कंपनियों द्वारा करा जाना बहुत आम है । इसके अलावा इन्टरनेट पर भी सिगरेट कंपनियों प्रचार करने में लगी हुई है ।महिलाओ को सिगरेट की तरफ आकर्षित करने के लिए फिल्मो में अभिनेत्रियों को सिगरेट पीते हुए दिखाना बहुत आम हो गया है । हाल ही में कई फिल्मे ऐसी आई जिसमे महिलाओ को सिगरेट पीते हुए दिखाया गया ।
जहा तक विकासशील देशो की बात है तो अभी भी इन देशो में महिलाओ द्वारा धूम्रपान करना अच्छा नहीं माना जाता है, इसलिए इन देशो में धूम्रपान करने वाली महिलाओ का प्रतिशत बहुत कम है और यही कारण है की विश्व की बड़ी तम्बाकू कंपनिया भारत और चीन जैसे देशो में महिलाओ को तम्बाकू की तरफ आकर्षित करने में लगी हुई है ।भारत में ग्रामीण स्तर पर महिलाओ द्वारा खाने वाले तम्बाकू का प्रचलन ज्यादा और कुछ जगह बीडी का भी प्रयोग महिलाए करती है लेकिन अभी भी ज्यादातर महिलाए तम्बाकू से दूर ही रहती है ,लेकिन आज की महानगरीय जीवन शैली में भारत के ज्यादातर महानगरो में हुक्का सेंटर्स बढ़ते जा रहे हे जहा पर लडकियों द्वारा हुक्का सेवन आम हो चला है ।
आज जबकि पुरे भारत वर्ष में हर साल करीब ८ लाख मौते तम्बाकू से होने वाली बीमारियों के कारण होती है, जिनमे से ज्यादातर पुरुष होते है, लेकिन यदि हमें हमारी आने वाली पीढियों को तम्बाकू आपदा से बचाना है तो पुरुषो के साथ महिलाओ को भी तम्बाकू से बचाना होगा ।

हालाँकि भारत सरकार ने व्यापक तम्बाकू नियंत्रण कानून बनाया है लेकिन आज के परिप्रेक्ष्य को देखते हुए हमें लिंग आधारित तम्बाकू नियंत्रण नीतिया बनाना होंगी और इसके लिए इन नीतियों में महिलाओ की तरफ विशेष ध्यान देने की जरुरत है साथ ही महिलाओ को निष्क्रिय धुम्रपान से बचाने के लिए सार्वजनिक स्थानों पर धूम्रपान निषेध का कढाई से पालन करवाना होगा और
महिलाओ के लिए काम करने वाली संस्थाओ को भी इस विषय से अवगत करना होगा ।

पंचायत परिसर होंगे धूम्रपान मुक्त

इंदौर जिले को धूम्रपान मुक्त बनाने के लिए अब इंदौर जिले की पंचायते भी आगे आ गयी है. हाल ही में संपन्न हुए इंदौर जिले की 29 पंचायतो में सरपंचो ने पंचायत परिसर को धूम्रपान मुक्त बनाने का संकल्प लिया है। इंदौर जिले के करीब 29 सरपंचो ने पंचायत परिसर को धूम्रपान मुक्त बनाने की घोषणा करते हुए कहा की पंचायत परिसर में कोई व्यक्ति धूम्रपान नहीं करेगा,पंचायत परिसर में धूम्रपान को बढ़ावा देने वाली कोई सामग्री उपलब्ध नहीं होगी साथ ही पंचायत परिसर में धूम्रपान निषेध सम्बन्धी बोर्ड लगवाये जायेंगे ।सरपंच इस हेतु पंचायत परिसर में धूम्रपान निषेध सम्बन्धी बोर्ड भी लगवाएंगे ।
मध्य प्रदेश वालंटरी हेल्थ एसोसिएशन के कार्यकारी निदेशक श्री मुकेश कुमार सिन्हा का कहना है की गावो में पंचायतो का बहुत ज्यादा महत्व रहता है और ऐसे में यदि पंचायते अपने आपको धूम्रपान मुक्त घोषित करती है तो पुरे गाँव में एक अच्छा सन्देश जायेगा और अन्य सार्वजनिक स्थलों पर भी लोग धूम्रपान नहीं करेंगे ।
मध्य प्रदेश वालंटरी हेल्थ एसोसिशन के प्रोग्राम ऑफिसर बकुल शर्मा ने बताया की सरपंचो के प्रशिक्षण शिविर में तम्बाकू आपदा के खतरों के बारे में बताया गया और साथ ही उन्हें भारतीय तम्बाकू नियंत्रण कानून के बारे में भी बताया गया । सरपंचो को जानकारी देते हुए बताया गया की सरपंच गावो में तम्बाकू आपदा नियंत्रण करने के लिए कैसे कदम उठा सकते सकते है और कैसे वे अन्य ग्रामीणों को तम्बाकू के खतरों से अवगत करा सकते है साथ ही वे स्कूल के प्राचार्यो और तम्बाकू उत्पादों को बेचने वाले दुकानदार को तम्बाकू नियंत्रण कानून को लागु करने के लिए प्रोत्साहित कर सकते है ।
उल्लेखनीय है की भारत में १५ - ४९ आयु वर्ग के ३५ प्रतिशत ग्रामीण पुरुष सिगरेट बीडी का सेवन करते है इसकी तुलना में २९ प्रतिशत शहरी पुरुष सिगरेट बीडी का सेवन करते है मध्य प्रदेश में १५-४९ आयु वर्ग के ६८.५ प्रतिशत पुरुष एवं १६ प्रतिशत महिलाये किसी न किसी रूप में तम्बाकू का सेवन करते है । भारतीय तम्बाकू नित्यंत्रण कानून के अनुसार सभी सार्वजनिक स्थानों को धूम्रपान मुक्त होना जरुरी है और सार्वजनिक स्थानों पर धूम्रपान पूरी तरह से प्रतिबंधित हो चुकाहै.
इंदौर जिल के 29 सरपंचो से जब इस बारे में चर्चा की गयी तो उन्होंने पंचायतो परिसरों को धूम्रपान मुक्त करने की संयुक्त वकालत की । सभी सरपंचो ने एक राय से कहा की तम्बाकू नियंत्रण कानून का पालन पंचायतो में पूर्ण रूप से होगा ।
इन पंचायतो के परिसर होंगे धूम्रपान मुक्त
बरलाई ,रोजड़ी , तिगरिया , रालामंडल,मोरोद ,बुडानिया,छोटा बांगरदा ,लिम्बोदी , नवदा पंथ ,दुधिया ,असरावद खुर्द , सिंहसा , उमरिया , कलारिया , जामनिया खुर्द ,सिंदोरा , निहालपुर मंडी , असरावद खुर्द , केलोद करताल,बड़ी कल्मेर , सुनावदी,बड़ा उमरिया ,देव्गुराडिया , बिलावली ,अहीर खेडी ,उम्रिखेदा , मिर्जापुर ,नेनोद ,सनावादिया ,जम्बूरी हप्सी
